Résumé : | CONTEXT. The European Commission defines Green Public Procurement (GPP) as a process whereby public authorities seek to procure goods, services and works with a reduced environmental impact throughout their life cycle when compared to goods, services and works with the same primary function that would otherwise be procured. It is considered one of the sustainable practices that public authorities are developing and applying on their territories. To this day, studies on green procurement implementation in public sectors are still rare, precisely in the sectors of food and catering services. OBJECTIVES. Through this thesis, we conceptualize the relationship between GPP and the concept of Creating Shared Value (CSV), in which we try to outline the most applied green criteria, and then define the consequences of these implementations on the three pillars of sustainability (Economic, Social, and Environmental). We also shed the light on the important opportunities resulting from GPP and problems faced throughout GPP implementation. METHODS. Once the idea of GPP leading to CSV is well defined and conceptualized throughout a literature review and based on the shared value theory, we develop a measurement tool of three sets of indicators for each pillar. The methodology that we adopted was based on a participatory approach: The first step was a two Delphi rounds with stakeholders involved in the food catering supply chain in the Emilia-Romagna region, Italy. The second step was a multi-Criteria Analysis by using the Analytical Hierarchy Process to finally define the last set of indicators. RESULTS AND CONCLUSION. In result, we conclude that GPP implementation is yet very much in its infancy with regard to all the problems that the catering sector is facing. And upon collecting different indicators that we have then assessed and went through experts evaluation, we were able to achieve a measurement tool of the three sets of three indicators each for the three aspect of shared value. PERSPECTIVES AND LIMITATIONS. This measurement tool could be used to have some sort of benchmarking prior and after to the GPP implementation, to recognize how every actor of the supply chain is gaining value or not throughout this process. It would also be possible to proceed with this research in order to compare the indicators within the dimensions to understand if they are gaining different values and how can shared value be equal and fair among them. This measurement tool could be used to compare the performance of different GPP Action Plans implementation during time or across different regions or countries. |
