R�sum� :	Souvent on se r�f�re aux crises comme �tant des fen�tres d�oppor�tunit�s. Mais celles-ci ne peuvent �tre saisies que s�il y a une volont� politique de surmonter les d�fis, commensurable � la magnitude de la transformation qui s�av�re n�cessaire. Ceci est particuli�re�ment difficile quand une telle transfor�mation implique la participation de plu�sieurs pays entre lesquels le dialogue est faible ou m�me paralys�, que ce soit par des d�cisions diplomatiques ou suite � des conflits. Cependant, les crises peuvent aussi conduire � renforcer la solidarit� entre des pays souffrant de d�faillances si�milaires et m�me donner lieu � des vi�rements historiques, avec le potentiel de transformer les vies de populations enti�res. M�me dans une situation o� la volont� politique reste faible, la n�ces�sit� peut �tre � l�origine de la mise en place de solutions communes. L�ampleur du choc exog�ne pro�voqu� par la pand�mie de Covid-19 au niveau global a �t� sans pr�c�dent et a mis � mal l�ensemble des cha�nes de valeur commerciales, provoquant de nombreux blocages et emp�chant les citoyens d�acc�der � des biens et des services auxquels ils �taient habi�tu�s. Par la suite, l�invasion russe de l�Ukraine, �v�nement aussi inattendu que d�vastateur et dont la fin ne pointe pas encore � l�horizon, a contribu� � des r�ductions de l�offre et � une hausse g�n�rale des prix, associ�e notamment � des difficult�s d�approvisionnement de l��nergie et des denr�es alimentaires. Ceci a eu pour effet de cr�er des gou�lots d��tranglement suppl�mentaires dans le commerce mondial, ainsi qu�une p�nurie de certains produits de base af�fectant les pays et leurs populations de fa�on erratique et in�gale.

R�sum� :	The focus of the 2019 Euromed Survey emerged from our assessment that the human dimension must be (re)placed centre-stage of Euro-Mediterranean relations. Civil society is a key dimension in this regard, and its role and potential are addressed in this survey. The scope of the survey also extends to social movements that have shaped to a large extent the political agenda over the last years, both in the North and in the South of the Mediterranean. With the objective to explore perceptions related to civil society and social movements, a first set of questions relates to the very concept, role, mission, means and focus of civil society and social movements. The second set of questions focuses on the policy environment in which civil society operates, the role of foreign entities vis-�-vis civil society organisations and, in particular, how the EU engages with civil society in southern and eastern Mediterranean (SEM) countries. Finally, the questions of the third block relate mostly to connections between civil societies on both sides of the Mediterranean, the existing Euro-Mediterranean frameworks offering some space for civil society�s inclusion, and the potential for civil society in boosting Euro-Mediterranean cooperation and integration.

R�sum� :	Worldwide, a multitude of cooperation mechanisms exist in the field of sustainable development. The most prominent and overarching agreement is the 2015 consensus by the UN General Assembly on �Transforming Our World: The 2030 Agenda for Sustainable Development� (2030 Agenda) and its 17 Sustainable Development Goals. In the Mediterranean region, countries have joined efforts for more than 40 years for the protection of the Mediterranean marine and coastal environment, under the Barcelona Convention and its 7 Protocols. They have jointly developed a Mediterranean �translation� of the 2030 Agenda through the Mediterranean Strategy for Sustainable Development, and have adopted over the years a series of frameworks, tools, action plans and strategies in an effort to improve cooperation and decision-making towards sustainable development. The implementation of these common frameworks relies on regulations, planning tools, economic and financial instruments, as well as information, education and awareness-raising activities. Long-term cooperation among national governments and with the European Union is progressively paralleled with cooperation within stakeholder networks (of NGOs, local governments, private sector, parliamentarians, etc.). Inclusive governance, public participation and access to environmental information are also increasingly mainstreamed into the tools adopted at national and regional levels. Science policy Interfaces (SPIs) provide significant potential for better-informed decision-making and increasing SPI effectiveness has now been identified as a major lever for enhanced governance. Only little is known about the actual effects of these mechanisms on the ground. The continuing degradation of the Mediterranean environment suggests that the enforcement of measures is likely to be a major challenge also in absence of effective environmental police and sanctioning mechanisms that could support implementation at the local level. In addition to ex ante environmental impact assessment, which is a requirement of the Barcelona Convention, ex post environmental and social assessment of policies, programmes and projects could further fill significant knowledge gaps on the obstacles for implementation and lead to better policies and decision-making.

Un quart de si�cle plus tard, force est de constater que cet objectif louable � qui doit sans aucun doute demeurer dans le viseur � est bien loin d��tre atteint. C�t� nord, les pays riverains de la M�diterran�e ont encha�n� les crises socio-�conomiques ; c�t� sud, entre les r�voltes (souvent d��ues) des � printemps arabes �, la guerre en Syrie, l�enlisement du conflit isra�lo-palestinien, on est encore bien loin de la paix r�gionale. Quant au dialogue et au rapprochement entre les deux rives, il peine � progresser comme le montre ici S�bastien Abis. Rappelant les �volutions survenues dans la r�gion m�diterran�enne ces derni�res d�cennies et les difficult�s � faire progresser les relations euro-m�diterran�ennes, cet article souligne les points de blocage en la mati�re. Il indique aussi combien les int�r�ts en pr�sence varient d�un acteur � l�autre, et comment les pays m�diterran�ens sont int�gr�s dans la mondialisation, avec des relations et des �changes ne se cantonnant pas au voisinage europ�en. La r�gion saura-t-elle sortir des difficult�s actuelles ? S�ins�rera-t-elle dans un processus r�gional ? La solidarit� triomphera-t-elle des rivalit�s ? Comme le montre ici S�bastien Abis, l�horizon d�un avenir cl�ment dans la r�gion m�diterran�enne n�est pas totalement bouch�, mais il semble encore bien lointain.

R�sum� :	The commemoration of the 25th anniversary of the Barcelona Process is a good opportunity to identify new ways of keeping alive the ideals that are already part of the Mediterranean imaginary as an area of peace and prosperity, shared common values, and free movement of people, goods and knowledge. We are experiencing a fairly advanced process of disillusionment that has been apparent since the first decade of its anniversary, even before the launch of the Union for the Mediterranean in 2008. My specific objective is to attempt to identify the main factors of this disillusionment by focusing on the EuroMed migration agenda. I will then refer to the main documents that today make up the global migration agenda to finally suggest the main lines of a potential change of scale, based on an approach more focused on Mediterranean cities and on an urban agenda of Mediterranean migration governance, closely linked to the urbanisation processes underway in the Mediterranean today.

R�sum� :	Le FEMISE lance son rapport Euro-M�diterran�en 2019 qui porte sur le secteur priv� dans les pays m�diterran�ens. Il a �t� pr�sent� ce 13 juin dernier aux participants � la conf�rence annuelle du think tank. Comment ont �volu� les pays m�diterran�ens depuis le lancement du Processus de Barcelone ? Pourquoi la croissance a-t-elle �t� en de�a des attentes ? Quelle r�le peuvent jouer les Banques Centrales pour rendre le secteur priv� plus dynamique et attirer davantage d�investissements �trangers ? Comment les pouvoirs publics peuvent-ils contribuer au d�veloppement de l�entreprenariat social dans la but de r�duire les ph�nom�nes d�exclusivit� ? Ce rapport tente de r�pondre � ces questions � travers 4 chapitres : le premier pr�sente la dynamique observ�e des pays m�diterran�ens au cours de ces 20 derni�res ann�es ; le second tente d�analyser les principales raisons du manque de croissance ; le troisi�me porte sur le r�le des Banques Centrales dans l�am�lioration de l�environnement des affaires et sur l�attractivit� des investissements �trangers. Le quatri�me et dernier chapitre est focalis� sur l�entreprenariat social. Trois raisons majeures ont pouss� les experts du r�seau FEMISE a consacrer ce rapport au secteur priv� en M�diterran�e. La premi�re est qu�il y a urgence � cr�er des emplois et, compte tenu de la situation des comptes publics, ces futures cr�ations d�emplois ne pourront provenir que du secteur priv�. La deuxi�me raison est que ces pays doivent faire �voluer leur r�gime de croissance pour devenir plus comp�titifs et r�aliser des mont�es en gamme. La troisi�me raison est qu�il �tait utile, comme le fait ce rapport, d�avoir une synth�se des apports de la litt�rature acad�mique, des donn�es disponibles, des rapports d�organisations internationales tout en ayant �galement un tour d�horizon sur les points de vue et recommandations d�experts, membres de la soci�t� civile et partenaires op�rationnels sur le sujet. Dans le dernier chapitre, ces acteurs du changement exposent et proposent des actions concr�tes pour un secteur priv� � la hauteur des enjeux en M�diterran�e, notamment via l�entreprenariat social. � Un paradoxe des pays m�diterran�ens est d�avoir, � la fois, un faible niveau de pauvret� comparativement aux pays en d�veloppement et �mergents et, dans le m�me temps certaines parties de la population isol�es et/ou exclues de la sph�re �conomique. Il s�agit des jeunes, des femmes et du monde rural �loign� des grandes agglom�rations. On pourrait �galement y ajouter les personnes dont les activit�s �conomiques sont dans l�informel. C�est donc un syst�me �conomique qui repose sur l�exclusion d�au moins les deux tiers de sa population et dont les fondements d�un d�veloppement durable ne sont pas assur�s � expliquent les auteurs.

Dans cet article sont pr�sent�s deux exemples de jumelage avec des pays du Maghreb (l�Alg�rie et le Maroc), dans lesquels le Conseil g�n�ral de l��conomie a �t� fortement mobilis� depuis 2015.

R�sum� :	The focus of this year�s Euromed Survey emerged from our assessment at the European Institute of the Mediterranean (IEMed) that Euro-Mediterranean relations continue to be too often dominated by Euro-centric perspectives and debates. It also originates from our commitment to rebalance and challenge prevailing narratives. Too often, indeed, debates on the political and security situation of the Euro-Mediterranean space tend to limit themselves to the analysis of the security situation in the southern shore of the Mediterranean and how it affects Europe. The idea of the first set of questions (�Block 1�) was to reverse the approach, i.e. look at the situation of Europe and how it affects the southern shore and more generally Euro-Mediterranean relations. Similarly, we observed that Euro-Mediterranean policies are too often understood as policies of the European Union (EU) towards the southern Mediterranean. Therefore, in the second block, questions focus instead on how Southern and Eastern Mediterranean (SEM) countries engage with the EU. The questions of the third block relate mostly to existing frameworks such as the European Neighbourhood Policy (ENP) or the Union for the Mediterranean (UfM), with the objective of identifying prevailing patterns in terms of perceptions, possible shortcomings and the way ahead. This publication contains ten analytical articles that echo some specific set of results of the Survey in an analytical way.
