With reducing tariff levels worldwide, the non-tariff barriers (NTBs) have gained an important attention in multilateral negotiations to debate trade expansion, measuring the impact in terms of volume of trade for other countries. Therefore, to study the importance and the structure of non-tariff measures in Egyptian agricultural trade required investigation of two central questions. First, Do these measures significantly influence trade flows from Egypt to European Union countries ? Secondly, Is the impact is similar to the most important exporting commodity group ?
This paper concerned five types of measures. Sanitary and phyto-sanitary measures, technical barriers to trade, license, quotas, prohibitions and other quantity control measures, and finance measures applied in European Union countries. Moreover, it concerned the export related measures applied by Egyptian government on exports. The analysis included three groups of commodities (07, 08 and 52 group). This study applied the gravity equation model, as a common approach to assess the impact of domestic and foreign policies on trade patterns using cross- section data in year 2010. The analysis included two stages. The first was using the methodology of Movcha and Eremenko to calculate an index of non-tariff barriers (lNTB). lt is a compound additive index that incorporates a spectrum of non-tariff barriers applied in the country weighted by the value of imports. Therefore, it allowed differentiating intensity of various types of the NTB in one measure. The second stage was entering the INTB in the gravity equation as explanatory variable. However, to avoid expecting some econometric problems such as endogenity and heteroscedasticity and getting an unbiased and consistent estimators, a weighted (generalized) least square model was applied. The results showed that the impacts of NTMs were significant with a positive sign. This indicated that NTMs have strong trade impact on Egyptian agriculture exports of vegetables and certain roots, tubers, fruits, nuts; peeled citrus, melons and cotton. The positive sign may indicate to revealed competitiveness (RC) of these products in EU market. Therefore, it worth to satisfy EU requirements of NTMs by the Egyptian exporters . |
