Résumé : | Within the recent developments of the EU agricultural and environmental policies, the Agenda 2000 CAP reform and the application of the European Water Framework Directive constitute a new context for the irrigated agricultural sector in the EU. In fact, one of the European Water Directive measures is to establish a water pricing policy for improving water use and attaining a more efficient water allocation. The aim of this research is to predict the irrigators' responses in these changing policy scenarios. For this purpose, we have developed a stochastic programming model that analyzes the farmers' responses to the application of water pricing policies in the context of different agricultural policies scenarios in a self-managed irrigation district in Southern Spain. This, in turn, is used to estimate the effects on water use, on farmers' income and on the revenu collected by the water authority. Results show that a similar water-pricing policy could have distinct effects on water use, farm income and collected revenu in different agricultural policy option. Water availability is a determinant factor and pricing policies are less effective for reducing water consumption in drought years. So it can be concluded that there is a need to integrate the objectives of Water Policies within the objectives of the CAP programs to avoid distortion effects and to seek a synergy between these two policies |
