Résumé : | Establishing a comprehensive baseline and information on the farming system and socioeconomic variables including population size and structure, livelihoods and income, household assets, physical, social, human and financial resources, land property rights, agricultural production systems, intensification, agro-biodiversity, rangeland utilization, animal husbandry and feeding calendar and sources, and technical status of crops is essential for developing appropriate rural development indicators . It will provide guidelines and target specific questions and problems for better understanding of rural communities’ adaptation and production system vulnerability to climate change. The perception of poverty, production systems vulnerability and the household’s behavior can enrich the reflection on the indicators for measuring poverty in rural areas and developing target strategies for sustainable agricultural development. In fact, the fundamental objectives of this work consist of the following questions: (i) what are the geographical characteristics of the production systems in the studied communities? (ii) which rural poor are vulnerable to climate change and who are among them are facing food insecurity? and, finally (iii) what are the differences between vulnerable households exposed to poverty and those who are not in the three sites of the Saïss-Meknes region? It’s important to consider national context when conducting this analysis and also consider the national and regional trends with regard to poverty using available data and documentation. The production system characterization on the basis of structural and operational data can provide information on the behavior of farmers, the level of efficiency and also help explaining socio-economic phenomena such as poverty and adaptation or not to climate change. The three communities studied showed differences in the diversity of production systems, the use of irrigation, the human capital, the financial and land capital. All these elements are the basis for differentiation of production systems, farmer’s capacity for adaptation or resilience, exposure to poverty and food insecurity. Up to the survey, the most frequent climatic events in this region are drought, crop failure, storms, and floods. Farmers have therefore developed adaptation mechanisms to cope with the effects of these events. So, it was noted that the majority of respondents (55% to 70%) affirmed that they did nothing in the situation of climatic shocks encountered. The food security analysis showed a trend towards food insecurity in the three communities with a slight vulnerability in Sidi Slimane site. The estimation of food insecurity index confirmed this result. It’s important to notice that agriculture is vulnerable to climate change, but this vulnerability depends on farm size and capital. However, households in the three localities are exposed to food insecurity and consequently to poverty. We cannot comment at this level of analysis on exposure to hunger, but we are more at a level of accessibility to food on a regular basis. Finaly, if we consider income distribution and per capita, the level of poverty is relatively high. |
