Résumé : | The purpose of this paper is to analyze the regional consequences of the reform of the Common Agricultural Policy (CAP) linking the economic and the environmental effects and the trade off between them. The analysis focuses on the impacts that the CAP reform has on the choice of technologies, crop pattern and environmental effects in two regions of Southern Europe. South West France and Andalucia in Spain. The methodology used is based on the integration of an agronomic model (AM) with a mathematical programming model (MPM). The AM allows to generate a wide range of techniques, both actual and potential, avoiding the lack of information about potential techniques that may become feasible as a response to drastic changes in the price structure associated with policy variations. The MPM is recursive and it takes into account different levels of risk. The results are presented for a period of five years for two different scenarios, one that assumes a continuation of the current policy programs and the other that considers the implementations of the CAP reform (Résumé de l'auteur) |
