Résumé : | The balance of the paper will identify issues in green payment program design by carefully examining the Environmental Quality Incentives Program (EQIP) in the United States, first introduced in the 1996 farm bill and greatly expanded and revised under the 2002 farm bill. The study presents background information comparing green box subsidies in the United States and the European Union along with some examples of green payment programs from member nations of the EU that exemplify current EU approaches. A description fo the suite of conservation programs in the United States follows in order to understand the role of EQIP within US agricultural policy. The objective of this study is to identify the strengths of and challenges facing EQIP to provide insights for future design of green payment programs both in the United States and the European Union |
