Résumé : | The aim of this issue is twofold : to make one familiar with the characteristics of Egyptian agriculture and the set of problems likely to slacken its development; to analyze problems encountered by this sector during a transition phase which throws into confusion both its organization and management. An entire dependence on irrigation, in addition to the fact that it has been strongly marked by state's intervention throughout its long history, sets Egyptian agriculture apart from other Mediterranean countries. The scarcity of land and water resources weighs heavily on this agriculture and has been orienting its development policies (intensification, reclamation of new desert lands, etc.). In spite of a high intensification level, the agricultural output is still far from satisfying needs, more particularly for cereals, and agricultural exports fail to correspond to the actual potential. Subject to a program of economic reform (within structural adjustment programs), the agricultural sector in Egypt is undergoing some profound changes : liberalization of agricultural prices, landowner -tenant relationship, suppression of production support (i.e., input subsidies and agricultural credit), marketing and export of agricultural product by the private sector. These changes undoubtedly result in problems and uncertainties concerning the following : marketing, market organization, credit and investment, environmental protection and marginalization of small farmers |
