Résumé : | The INCOSUSW (International Cooperation on Sustainable Use of Soil and Water) is a concerted action promoted by the EU, CIHEAM and Bari Polytechnic on the issue of sustainable use of soils and waters, and has been able to set up partnerships in several Mediterranean countries. It is developed around the issue of the sustainable use of soil and water resources This use is increasingly rare, under the pressure of urbanization, economic globalization, and the related destruction that, as corollaries of adopted processes and models of development, induce on complex and often fragile ecosystems. Within the general theme of the sustainable use of soil and water resources with urbanization processes, in Tunisia (1999-2000) the concerted action was focused on town-country conflicts and on the pressure exerted on agriculture and rural communities by growing informal city Suburbs. In Turkey (2000-2001), instead, the concerted action has been developed on the environmental impacts of tourist, industrial and residential urbanization, particularly coastal, which increasingly destroy important agriculture resources and the connected natural areas, and threaten their ecological and economic possibility of surviving. Another action is currently being carried out in Morocco (2002-2003), and is focused on the environmental and social-economic impact of free-market policies, particularly on local communities. In all three cases, the main philosophy is the promotion of public and private networks, both local and non-local, dealing with knowledge and cooperation with regard to each key issue. An activity of strategic planning was set up in Turkey, through the building up of scenarios of possible environmental futures for Izmir, on the Aegean coast. Such scenarios were elaborated starting from expert and commun knowledge bases, and they were presented in the international workshop set up consequently, dealing with integrated coastal zone management and the impact of coastal activities on marine and related environments. Besides scenario outcomes, in Turkey a main conference was held, during which some important countries like Greece, Germany, Italy, Morocco, Portugal, Spain, Sweden and UK presented some scientific papers that are now collected in the present publication. Some of those countries belong to the Mediterranean region, but some others actually face different seas and are physically far away : nonetheless, we feel as if they are neighbourhoods, during the present era of globalization |
