Résumé : | Recent trends in Albania suggest that it has the potential for a modern and competitive agricultural sector, provided there is the right policy environment to engender sufficient private investment. Nevertheless, as other sectors continue to grow, agricultures relative contribution to GDP is likely to fall from its current high level (21 percent). Consequently, the number of people employed in agriculture (currently at 58 percent) will need to decrease proportionately. The challenge for policy makers, therefore, is to transform agriculture from subsistence-oriented production into a modern, commercial and competitive sector, while fostering alternative income opportunities for rural residents leaving the sector. Competitiveness needs to be improved through increased productivity and higher quality products. At the same time, agriculture policy reform should be conducted within the context of current and future EU requirements, including harmonizing with EU legislation and standards. The following recommendations are intended to both identify activities that will improve the agricultural sector and provide guidance on the sequencing of these activities. |
