La Commission européenne a confié à l’Institut européen de la Méditerranée (IEMed) le soin de mener une enquête annuelle auprès d’experts et d’acteurs spécialisés dans le domaine des relations euro-méditerranéennes, afin d’évaluer les progrès, les réussites et les faiblesses du Processus de Barcelone.
Faisant suite à les premières éditions de 2009 et 2010 cette troisième enquête comporte un questionnaire un peu plus court et un dossier thématique sur les relations euro méditerranéennes après le « printemps arabe » et les politiques euromed dans le domaine de la coopération en matière de politique et de sécurité. L’échantillon représentatif des personnes répondant à l’Enquête puise dans un univers de plus de 4.600 experts, acteurs et décideurs issus de 43 pays de la Méditerranée et de l’Union Européenne invités à participer à l’enquête. L’échantillon, sélectionné en fonction du degré de connaissance et d’implication des participants dans le Processus euro-méditerranéen, regroupe chercheurs universitaires, membres de groupes de réflexion et journalistes, diplomates, fonctionnaires du gouvernement central et local chargés des questions euro-méditerranéennes et de la coopération dans ce domaine, représentants politiques, militants d’ONG et membres de réseaux, syndicalistes, chefs d’entreprise, ou encore dirigeants d’organisations internationales directement impliquées dans le Partenariat euro-méditerranéen (comme l’UE ou la Ligue Arabe). L’échantillon a également été conçu avec l’objectif de garantir un équilibre hommes-femmes, mais aussi entre répondants du Nord et du Sud. |
