Résumé : | The objective of this book has been well formulated by the authors: to contribute to a better understanding of EU decision-making and policy reform regarding the Common Agricultural Policy between 1992 and 2003. In addition, they comment on more recent reforms and speculate on the current debate concerning the future of the CAP. The book is interesting, instructive and very well documented; yet the authors do not entirely fulfill their objective of explaining CAP reform. They describe very well the sequence of events, they suggest causal factors and discuss their relative importance, provide insights and expert judgments but do not really explain, for instance, why budget considerations sometimes seemed to dominate and why external pressures became overwhelming at other times. This criticism, however, should not detract the reader from taking advantage of all the rich information in this book. |
