Since 2009, the European Institute of the Mediterranean (IEMed) has been conducting a yearly Survey of actors and experts in Euro-Mediterranean relations to assess the progress, achievements and shortcomings of the Barcelona Process. This activity is part of the programme Promoting mutual awareness, understanding and cooperation between the European Union (EU) and the European Neighbourhood Region (South) (EuropeAid/125411/ACT/C/Multi- Lot3), co-funded by the European Union through the European Neighbourhood and Partnership Instrument (ENPI) regional track.
The Survey examines the perceptions of experts who are directly involved in the Euro-Mediterranean Partnership (EMP). Up until now, policy-makers did not have any instrument of this kind at their disposal to assess the impact of policies on actors and experts, as well as on public opinion within the region. To conduct the fourth Survey, a universe of 4,650 experts and actors from the 43 countries that are members of the Union for the Mediterranean (UfM) was selected. Of all the questionnaires sent out, 843 responses were received, which can be considered a representative sample. The present Survey presented a questionnaire comprising 23 general questions allowing multiple responses in 6 different blocks: 1) Mediterranean Partner Countries (MPCs) and new actors; 2) Towards a multipolar neighbourhood; 3) Euromed regional policies; 4) Economic and financial dimensions; 5) Defining policy priorities; and 6) Prospects and policy recommendations. |
