| Résumé : | The conflict dimension is always presented as essential in the processes of regional planning, regional development or management of the various local functionalities. Albania is the European country that has experienced the greatest range of land reforms in the twentieth century, with a total collectivization (1945-1970) followed by an egalitarian redistribution after the fall of the communist regime (1990-1993). This has caused a misallocation of plots and the emergence of land conflicts. Land registration and titling in Albania was believed to immediately reduce the uncertainty of Albanian farmers regarding investment in land and to create incentives for land mobility, hence reducing the existing extreme land fragmentation. The aim of this study is, therefore, to develop and propose a sustainable institutional framework that will allow for the coexistence of both tourism and agriculture reducing land conflicts, a case study in Albania. |
