Résumé :	Souvent on se réfère aux crises comme étant des fenêtres d’oppor­tunités. Mais celles-ci ne peuvent être saisies que s’il y a une volonté politique de surmonter les défis, commensurable à la magnitude de la transformation qui s’avère nécessaire. Ceci est particulière­ment difficile quand une telle transfor­mation implique la participation de plu­sieurs pays entre lesquels le dialogue est faible ou même paralysé, que ce soit par des décisions diplomatiques ou suite à des conflits. Cependant, les crises peuvent aussi conduire à renforcer la solidarité entre des pays souffrant de défaillances si­milaires et même donner lieu à des vi­rements historiques, avec le potentiel de transformer les vies de populations entières. Même dans une situation où la volonté politique reste faible, la néces­sité peut être à l’origine de la mise en place de solutions communes. L’ampleur du choc exogène pro­voqué par la pandémie de Covid-19 au niveau global a été sans précédent et a mis à mal l’ensemble des chaînes de valeur commerciales, provoquant de nombreux blocages et empêchant les citoyens d’accéder à des biens et des services auxquels ils étaient habi­tués. Par la suite, l’invasion russe de l’Ukraine, événement aussi inattendu que dévastateur et dont la fin ne pointe pas encore à l’horizon, a contribué à des réductions de l’offre et à une hausse gé­nérale des prix, associée notamment à des difficultés d’approvisionnement de l’énergie et des denrées alimentaires. Ceci a eu pour effet de créer des gou­lots d’étranglement supplémentaires dans le commerce mondial, ainsi qu’une pénurie de certains produits de base af­fectant les pays et leurs populations de façon erratique et inégale.

Résumé :	The COVID-19 pandemic not only conditions the Mediterranean region’s evolution, but also affects all areas of its society, across the board. That's why the Yearbook devotes its Dossier to analysing the perspectives of Euromed relations in times of the coronavirus through the prisms of different themes while the articles of the Panorama section (short articles on the most relevant themes in the Mediterranean area) offer a transversal vision of the effects of the pandemic on regions, countries and strategic sectors. The Keys section fouses on popular mobilizations that have taken place in the MENA region, climate change in the Mediterranean, Europe’s relations with Africa, the status quo of the conflicts in the region and their geopolitical context. Finally, the Yearbook offers chronologies, statistics and maps, which provide a wealth of information and serve as the perfect complement to the analysis offered in the articles

Résumé :	The focus of the 2019 Euromed Survey emerged from our assessment that the human dimension must be (re)placed centre-stage of Euro-Mediterranean relations. Civil society is a key dimension in this regard, and its role and potential are addressed in this survey. The scope of the survey also extends to social movements that have shaped to a large extent the political agenda over the last years, both in the North and in the South of the Mediterranean. With the objective to explore perceptions related to civil society and social movements, a first set of questions relates to the very concept, role, mission, means and focus of civil society and social movements. The second set of questions focuses on the policy environment in which civil society operates, the role of foreign entities vis-à-vis civil society organisations and, in particular, how the EU engages with civil society in southern and eastern Mediterranean (SEM) countries. Finally, the questions of the third block relate mostly to connections between civil societies on both sides of the Mediterranean, the existing Euro-Mediterranean frameworks offering some space for civil society’s inclusion, and the potential for civil society in boosting Euro-Mediterranean cooperation and integration.

Résumé :	Worldwide, a multitude of cooperation mechanisms exist in the field of sustainable development. The most prominent and overarching agreement is the 2015 consensus by the UN General Assembly on “Transforming Our World: The 2030 Agenda for Sustainable Development” (2030 Agenda) and its 17 Sustainable Development Goals. In the Mediterranean region, countries have joined efforts for more than 40 years for the protection of the Mediterranean marine and coastal environment, under the Barcelona Convention and its 7 Protocols. They have jointly developed a Mediterranean “translation” of the 2030 Agenda through the Mediterranean Strategy for Sustainable Development, and have adopted over the years a series of frameworks, tools, action plans and strategies in an effort to improve cooperation and decision-making towards sustainable development. The implementation of these common frameworks relies on regulations, planning tools, economic and financial instruments, as well as information, education and awareness-raising activities. Long-term cooperation among national governments and with the European Union is progressively paralleled with cooperation within stakeholder networks (of NGOs, local governments, private sector, parliamentarians, etc.). Inclusive governance, public participation and access to environmental information are also increasingly mainstreamed into the tools adopted at national and regional levels. Science policy Interfaces (SPIs) provide significant potential for better-informed decision-making and increasing SPI effectiveness has now been identified as a major lever for enhanced governance. Only little is known about the actual effects of these mechanisms on the ground. The continuing degradation of the Mediterranean environment suggests that the enforcement of measures is likely to be a major challenge also in absence of effective environmental police and sanctioning mechanisms that could support implementation at the local level. In addition to ex ante environmental impact assessment, which is a requirement of the Barcelona Convention, ex post environmental and social assessment of policies, programmes and projects could further fill significant knowledge gaps on the obstacles for implementation and lead to better policies and decision-making.

Résumé :	La fin de cette année 2020 marquera le 25e anniversaire de la conférence de Barcelone, qui amorça le processus du même nom visant à rassembler les pays des deux rives de la Méditerranée pour faire de cette région une zone de paix et de prospérité. Un quart de siècle plus tard, force est de constater que cet objectif louable — qui doit sans aucun doute demeurer dans le viseur — est bien loin d’être atteint. Côté nord, les pays riverains de la Méditerranée ont enchaîné les crises socio-économiques ; côté sud, entre les révoltes (souvent déçues) des « printemps arabes », la guerre en Syrie, l’enlisement du conflit israélo-palestinien, on est encore bien loin de la paix régionale. Quant au dialogue et au rapprochement entre les deux rives, il peine à progresser comme le montre ici Sébastien Abis. Rappelant les évolutions survenues dans la région méditerranéenne ces dernières décennies et les difficultés à faire progresser les relations euro-méditerranéennes, cet article souligne les points de blocage en la matière. Il indique aussi combien les intérêts en présence varient d’un acteur à l’autre, et comment les pays méditerranéens sont intégrés dans la mondialisation, avec des relations et des échanges ne se cantonnant pas au voisinage européen. La région saura-t-elle sortir des difficultés actuelles ? S’insérera-t-elle dans un processus régional ? La solidarité triomphera-t-elle des rivalités ? Comme le montre ici Sébastien Abis, l’horizon d’un avenir clément dans la région méditerranéenne n’est pas totalement bouché, mais il semble encore bien lointain.

Résumé :	The commemoration of the 25th anniversary of the Barcelona Process is a good opportunity to identify new ways of keeping alive the ideals that are already part of the Mediterranean imaginary as an area of peace and prosperity, shared common values, and free movement of people, goods and knowledge. We are experiencing a fairly advanced process of disillusionment that has been apparent since the first decade of its anniversary, even before the launch of the Union for the Mediterranean in 2008. My specific objective is to attempt to identify the main factors of this disillusionment by focusing on the EuroMed migration agenda. I will then refer to the main documents that today make up the global migration agenda to finally suggest the main lines of a potential change of scale, based on an approach more focused on Mediterranean cities and on an urban agenda of Mediterranean migration governance, closely linked to the urbanisation processes underway in the Mediterranean today.

Résumé :	Le FEMISE lance son rapport Euro-Méditerranéen 2019 qui porte sur le secteur privé dans les pays méditerranéens. Il a été présenté ce 13 juin dernier aux participants à la conférence annuelle du think tank. Comment ont évolué les pays méditerranéens depuis le lancement du Processus de Barcelone ? Pourquoi la croissance a-t-elle été en deça des attentes ? Quelle rôle peuvent jouer les Banques Centrales pour rendre le secteur privé plus dynamique et attirer davantage d’investissements étrangers ? Comment les pouvoirs publics peuvent-ils contribuer au développement de l’entreprenariat social dans la but de réduire les phénomènes d’exclusivité ? Ce rapport tente de répondre à ces questions à travers 4 chapitres : le premier présente la dynamique observée des pays méditerranéens au cours de ces 20 dernières années ; le second tente d’analyser les principales raisons du manque de croissance ; le troisième porte sur le rôle des Banques Centrales dans l’amélioration de l’environnement des affaires et sur l’attractivité des investissements étrangers. Le quatrième et dernier chapitre est focalisé sur l’entreprenariat social. Trois raisons majeures ont poussé les experts du réseau FEMISE a consacrer ce rapport au secteur privé en Méditerranée. La première est qu’il y a urgence à créer des emplois et, compte tenu de la situation des comptes publics, ces futures créations d’emplois ne pourront provenir que du secteur privé. La deuxième raison est que ces pays doivent faire évoluer leur régime de croissance pour devenir plus compétitifs et réaliser des montées en gamme. La troisième raison est qu’il était utile, comme le fait ce rapport, d’avoir une synthèse des apports de la littérature académique, des données disponibles, des rapports d’organisations internationales tout en ayant également un tour d’horizon sur les points de vue et recommandations d’experts, membres de la société civile et partenaires opérationnels sur le sujet. Dans le dernier chapitre, ces acteurs du changement exposent et proposent des actions concrètes pour un secteur privé à la hauteur des enjeux en Méditerranée, notamment via l’entreprenariat social. « Un paradoxe des pays méditerranéens est d’avoir, à la fois, un faible niveau de pauvreté comparativement aux pays en développement et émergents et, dans le même temps certaines parties de la population isolées et/ou exclues de la sphère économique. Il s’agit des jeunes, des femmes et du monde rural éloigné des grandes agglomérations. On pourrait également y ajouter les personnes dont les activités économiques sont dans l’informel. C’est donc un système économique qui repose sur l’exclusion d’au moins les deux tiers de sa population et dont les fondements d’un développement durable ne sont pas assurés » expliquent les auteurs.

Résumé :	L’Union européenne a mis en place et finance des jumelages entre administrations de ses États membres et, notamment, des pays méditerranéens. Cet « instrument », parmi d’autres mécanismes de coopération, présente l’originalité d’entretenir des contacts de travail étroits entre fonctionnaires et experts des partenaires impliqués, ce qui enrichit leurs expériences et permet une meilleure compréhension des politiques mises en œuvre. Dans cet article sont présentés deux exemples de jumelage avec des pays du Maghreb (l’Algérie et le Maroc), dans lesquels le Conseil général de l’Économie a été fortement mobilisé depuis 2015.

Résumé :	The focus of this year’s Euromed Survey emerged from our assessment at the European Institute of the Mediterranean (IEMed) that Euro-Mediterranean relations continue to be too often dominated by Euro-centric perspectives and debates. It also originates from our commitment to rebalance and challenge prevailing narratives. Too often, indeed, debates on the political and security situation of the Euro-Mediterranean space tend to limit themselves to the analysis of the security situation in the southern shore of the Mediterranean and how it affects Europe. The idea of the first set of questions (“Block 1”) was to reverse the approach, i.e. look at the situation of Europe and how it affects the southern shore and more generally Euro-Mediterranean relations. Similarly, we observed that Euro-Mediterranean policies are too often understood as policies of the European Union (EU) towards the southern Mediterranean. Therefore, in the second block, questions focus instead on how Southern and Eastern Mediterranean (SEM) countries engage with the EU. The questions of the third block relate mostly to existing frameworks such as the European Neighbourhood Policy (ENP) or the Union for the Mediterranean (UfM), with the objective of identifying prevailing patterns in terms of perceptions, possible shortcomings and the way ahead. This publication contains ten analytical articles that echo some specific set of results of the Survey in an analytical way.
